When Google originally launched Google Pack into the AdSense Referrals program, it was only available to US publishers. It has now gone international, at least to Canada & the UK.
It is nice to see they have taken Google Pack internationally. As a Canadian, it annoys me when something AdSense-related is US only 
So international publishers will now find Google Pack available in the Referral setup in their AdSense control panel.
There is a sentence in the AdSense control panel for French users which sound strange :
“Un parrainage Google Pack est enregistr
Seems to be available in Spanish… I’ll have to try it.
Germany now also. I try it.
